Core Eligibility Framework
- Academic Baseline: Candidates must possess an above-average (upper third tier) Bachelor's degree or equivalent (typically a 4-year curriculum) in a discipline aligned with the target curriculum. Academic degrees should generally be no older than six years at the point of registration.
- Professional Experience: A strict minimum of 2 years of verifiable post-graduation, development-relevant professional work experience within public authorities, state organizations, or private enterprises.
- Language Prerequisites: Programs taught in English require a minimum standard equivalent to an IELTS 6.0 band score or official TOEFL benchmarks. German-taught programs require an active B1 language certificate minimum during submission.

All portfolios must be assembled in reverse chronological order using either English or German:
